Britain was sending fishing fleets from the east coast of the UK to Iceland in the 14th century.
This also resolves capacity mismatch issues when generating the industry chain from fishing ports. It will now be far more likely that multiple fishing ports will use the same fishery. (After my repair to get industry chain generation working again goes into the code base, anyway.)
