This PR resolves #77 by adding support for Datavideo DVIP to control PTZ cameras such as the PTC-150.
Note that there are a lot of different pieces of documentation surrounding DVIP, some contradictory, and (I believe) there are some defects in the current PTC-150 firmware that mean it doesn't respond correctly, or at all, to some commands relating to exposure. I've tried to make a sensible implementation pending the Datavideo engineering team getting back to me.
