Hi,

First of all great job in compiling and organizing the papers. It is very helpful to go through these in the order of publication.

I am adding a paper from this CVPR 2020 called "Normalizing Flows with Multi-Scale Autoregressive Priors"

I was not sure if you have any specific criteria to include a paper in this repo but since this paper was published at CVPR, has source code and you have another one from the same author (Bhattacharyya) I thought it may be acceptable.

Still, if you could think and specify some criteria for including the papers in this repo it would help for the future pull requests. That said, it would be ok to have simple criteria - I (janosh) include them if I find them interesting :)

Thanks a lot for this addition!

Adding some guidance for future PRs is a good idea. Haven't really thought about rules for which papers to include. Not sure if general selection criteria apply or if papers should be discussed on a case by case basis. Maybe we could add a comment to the "Open to Suggestions!" section saying if you're unsure about whether a new paper belongs here, open an issue to start a discussion?

Went ahead and added a call to open issues for discussing new papers. Let me know if you think this can be improved.
