Unrestricted users allow adding external bots to uhub for (for example) chatrooms where SIDs may not match or limits may be hit.

This changeset creates a new set of user types which when used will allow overcoming many of the limitations imposed by uhub.

What's the use-case for an unrestricted ubot/opubot?
From what I gather, it is able to spoof source addresses (why?), and bypass the flood filter.

Right now mostly allowing bots to act as chatrooms as they need to send the message using the SID of the originator but their own SID on the PM field.

Lifting the limits has a similar reason, if two users chat with each other near the sending speed then the chatroom will hit the limit.
