tarball_context is heavily reliant on Unix #5

The tarball_context expects the host system to be Unix-like and depends on the presence of 'mkdir', 'wget', 'tar', and 'rm'. This behavior could almost certainly be updated to use Python-native implementation to be more portable and faster.
