Perhaps going as far as saying it's dead is a bit too far. But the fact is
that Travis-Ci.org will die by the end of December. And in the end of
October the Travis jobs took forever (winding down the domain), that's when
I first thought of switching.
Projects need to migrate to the com domain. Open source projects get a
certain amounts of minutes for free, if they exceed these minutes they can
send an email to ask for more minutes. These are changes that have been
implemented because of the change of ownership, Travis was bought by Idera
about a year and a half ago.

Description
Travis is dead for OSS, the next best is either circle-ci or github actions. So we'll go with github actions. Also fixes #359
Why should this be added
We need a fully working CI for this.
