This just gets the module in place, currently with the same config file as CD 14. Just lets us have the structure in place for any topic branches that would tweak the config. Sometime in the next couple weeks when we actively move eap-cd-dev of the EAP OS image to 15 work we'll pull this module into image.yaml. I'll produce a test image at that point.
