Did you mean to commit all your .settings files here? If so, looks reasonable, +1 to apply. (Did not build or test it locally.)

Yes. The project settings need to be changed so that target/classes is used instead of bin/
More generally, eclipse settings in SCM are a way to ensure everybody uses the same settings. Since this is an Eclipse project, we don't care about whiners who don't want to see eclipse crap in their Intellij or Netbeans workspaces
