[US-6-12] Addition for onboarding (General settings)

Problem statement/business needs:

We have made a new functionality, now we need to update our onboarding

Definitions of Done:

• Added a new step "Settings"
• The "Basic Settings" step shows up-to-date information
• 15 onboarding steps, the numbering order is correct (u can check this here)

In the settings, you can select a Framework and a Library.
Over time, we will add various modifiers to make the process of generating locators more flexible.

At the start of the creation process, you can specify certain characteristics of the Page Object locators for your convenience. 
Later you can modify these characteristics by Edit.
