TIPICFG long URI1 values cause lockup

If the URI1 entry has a certain size, it seems the display string routine in the TIPI configuration program locks the system.

In my case following was set:

URI1=https://github.com/kl9900/TMS9900Family/blob/master/Consoles/TI-99/99-8/Rom/TXT

Doing a CALL TIPI from basic does show the config program for about 2 seconds and then the screen goes blank and no response, so I presume the display string routine is having an issue. To resolve the issue I ssh'ed into the tipi and just edited tipi.config there, removing the long URI1 and then it worked again.
