We will lint our puppet templates (erb), then ensure it's syntax validity.

The objective of this issue is pointless, since the erb linter, does not have scope with respect to its corresponding puppet manifests. Specifically, the linter does not know what a legitimate template variable is. Since, a (erb) template could be a line, a heredoc string of a bash command, an upstart, or systemd script, it is a pointless lint validation step.
