@DirtyF This was done using rake site - which automates much of the update process.

That way, it's just a drop-in replacement to pull the latest stable changes, strip comments, and compress the file. 4.0.0 is latest version available to us with this method. Trying to do it by hand (which I initially attempted to do) using the command line tools and manual editing is a P.I.T.A.
