Summary

Maven 3.9.0 is available and it looks like that the Jenkins Core developers started using it:

• Update maven to 3.9.0 jenkinsci/core-pr-tester#29
• Use Maven 3.9.0 in examples jenkins.io#6045

As seen in https://infra.ci.jenkins.io/manage/configureTools/, the default maven version on infra.ci.jenkins.io is still 3.8.6, reopening the issue.
