The "Starting and Accessing Jenkins" redirect uses an unescaped '#' that can't be resolved #3097

Apache rewrite of "Starting and Accessing Jenkins" gives 404

The page on wiki.jenkins.io "Starting and Accessing Jenkins" is redirected by HTTP to the "Configuring HTTP" reference inside the "Installing" page. However, the redirect converts the '#' character in the URL into its escaped form ' %23'. It needs to be included as a literal '#' rather than converted to '%23'.

Fix proposed in jenkins-infra/jenkins-infra#1467

I just checked this by entering https://wiki.jenkins.io/display/JENKINS/Starting+and+Accessing+Jenkins in my web browser. Unfortunately, it still fails with the same incorrect escaping of the URL. Either the change did not have the desired result or has not been deployed yet.
