Issue reporting instructions for plugins are unclear

Describe your use-case which is not covered by existing documentation.

I wanted to report an issue in the Workflow Job (Pipelines) plugin. Your documentation says to file issues in plugins by using GitHub:

We document all the issues in Jenkins on JIRA and plugin issues are on Github.

...but, the Workflow Job Plugin repository has issues turned off. My assumption is that I need to file the issue on JIRA (which I am about to do), but I actually don't know.

Reference any relevant documentation, other materials or issues/pull requests that can be used for inspiration.

You're right that the paragraph you quoted does not mention plugins using Jira. Proposed new text: #7338
