chore(updatecli): replace GHA by a Jenkins pipeline

This PR replaces the updatecli GitHub Action by a Jenkins pipeline and uses https://github.com/apps/jenkins-infra-updatecli instead of https://github.com/jenkins-infra-bot in updatecli values.

Updatecli pipeline failing with:

/home/jenkins/agent/workspace/updatecli_jenkins.io_PR-7405@tmp/durable-64b2be61/script.sh.copy: line 1: 204 Killed updatecli diff --config ./updatecli/updatecli.d --values ./updatecli/values.yaml

According to https://www.freedesktop.org/software/systemd/man/latest/systemd.exec.html#Process%20Exit%20Codes this error is an EXIT_MEMORY ("Failed to perform an action due to memory shortage.")

We might need to increase agent memory resources. (updatecli diff passes locally)
