jenkins-infra/repository-permissions-updater#3869 describes the reasons to deprecate the Pegdown plugin. jenkinsci/pegdown-formatter-plugin#2 places the notice in the README of the archived plugin repository https://plugins.jenkins.io/pegdown-formatter/ is generated from the wiki plugin docs repository, so this change is needed as well.
