Both plugins are not maintained anymore. They are superseded by https://github.com/jenkinsci/bootstrap5-api-plugin and https://github.com/jenkinsci/popper2-api-plugin. (Only the JUnit plugin still depends on them.).

Can you add an exclusion from the dependency io.jenkins.plugins:bootstrap4-api to org.webjars:popper.js:2.5.4? Bootstrap 4 works only with Popper 1.x, so it seems that the webjars declare the wrong dependency. It seems that I missed that problem during the release of the Bootstrap 4 plugin. Or is there a new release required?
