This PR is to fix the issue of Jenkins variables not being substituted in manifests, a.k.a JENKINS-31208, and also removes a few older classes that are no longer used by the plugin.
Tested successfully against PCF Dev 0.30.0 on VirtualBox 5.2.4 on Mac OS 10.13.5
