Build on Java 11 and 17

Hi!

This is a followup to #22.

Now that the repository has the most recent versions that build on Java 8, we can swap to building on 11 and 17.
Once this is in place, I can follow up with an update to the current recommended Jenkins baseline and latest tooling, both of which require Java 11+.

Testing done

Ran mvn clean verify.
