[JENKINS-73014] adapt plugin to allow config by users with overall/manage

Allows for users with Overall/Manage permission to configure this plugin under Manage Jenkins --> System. If support for Overall/Manage permission is not enabled then only users with Administer will be able to modify the configuration.
