Better Loki support

Better. Loki support:

• Add Loki storage strategy GrafanaLogsBackendBackendWithLogMirroringInJenkins: "Store pipeline logs in Loki and mirror them in Jenkins"
• Move the Loki storage strategy from the advanced config section to the default section
• Use a drop down list to select the Tempo query type traceid or traceql
