For macOS support we can use randomize-lines.

brew install randomize-lines

If we're asking people to brew install something on OS X, I'd rather just have them install coreutils and have access to shuf itself.

Also, replacing shuf with rl will break the software for those who already have shuf installed.

Thanks for reporting the issue, but I'll be closing this for now.
