This is already done for docx, epub - why not PDF?

Text.Pandoc.PDF: put temporary output directory in TEXINPUTS.

This will help later when we try to download external resources.
We can put them in the temp directory.  See #917.

FWIW, no change is needed in the ConTeXt writer which is able to handle external images (specified by complete url) out of the box.
