Complete support to npm 7 for vue.
Related to #12747 and #12712

• optimize-css-assets-webpack-plugin
  For webpack v5 or above please use css-minimizer-webpack-plugin instead.
• tslib, tslint* and friendly-errors-webpack-plugin aren't used anymore.
• Revert eslint to 6.8.0 vue-cli@4 doesn't supports eslint@7 Vue-cli-plugin-eslint peer dependency problem vuejs/vue-cli#6374
