Logrotating #338

This cookbook installs logrotate, but looks like /var/log/rabbitmq/startup_log and /var/log/rabbitmq/startup_err logs are not rotating. I think it should configure rotating of this logs also. Should I make a PR?

@ptqa sure! I guess it would make sense if we already do a couple of the logs. Send in the PR and we can work from there.
