removes the old implementation in favor of the external tlv8 library
The test was broken, because it relied on an ordering of the returned data. This was now fixed by ordering the parings by their IDs.

Lets get rid of the internal implementation of TLV stuff and switch to https://pypi.org/project/tlv8/ or https://github.com/jlusiardi/tlv8_python
