What does this PR do?

Create the project setup

How to test this manually

After cloning this repo cd into the Application
Create a virtual environment
virtualenv -p python3 env or virtualenv env
Do pip install -r requirements.txt
All the dependencies will be installed
to run the app python3 run.py
