Log hash inputs

• Add log about the creation of package hash inputs file (-v) and its contents (-v3)
• Add a regression test for Using cabal install in a project or install/repl without a project, duplicates global config and rebuilds libs twice in the store haskell/cabal#6906 using that output, marked as knownBroken until Avoid using duplicate global config not adding it in the dummy project context haskell/cabal#7753 fixes it
• To be merged before Avoid using duplicate global config not adding it in the dummy project context haskell/cabal#7753, which be rebased onto master
