Use the new name.
Now that we have both stable and dev docs deployed at github pages, and constantly updated, reference them. (They don't yet contain links to each other, but they have the version prominently displayed.) Also some drive-by refresh.
Nobody uses the mailing list. Just drop it. Reference GitHub issues and discussions.

I've updated the github workflows to build&deploy both stable and development documentation. Start referencing them from the README. Some additional cleanups as well.
