IE - video playback skip forward/ahead does not work properly

This is in IE 9+.
This is playing an mp4.
MEjs 2.13.0 on WordPress

When skipping ahead, the video has to load the video all the way to the point where I wanted to skip to.

I think one of the reasons that it's not working is because the HTTP_RANGE header is not being sent to the server, which allows forward skipping work. I don't know if this is an IE issue.that we can't do anything about or if it's some hack that can be done on the JS side?
