This version fixes the following issues:

Update to allow OD locale catalog usage with wxWidgets 2.8
Fix Inclusion boundary shading to allow self intersecting boundaries to render properly in most cases
Fix Inclusion boundary shading transparency in non-opengl
Fix POTFILES.in to work better when building both Unix and Windows from same respository
Fix crash in OCPN close down when Point properties first opened from Path properties
Fix g_locale incorrect linking under linux in some cases causing crash in OCPN
Allow scrolling Point properties dialog box when used on low resolution screens, i.e. 800x600 & 1024x600
Fix a macro warning message when building with Visual Studio
