[RFC] - If Permission "Configure ACL & Options" is denied, not able to access "User Groups". Getting "403 You are not authorised to view this resource."

Steps to reproduce the issue

1. Login to Joomla administrator area.
2. Go to User > Manager Users
3. Click on "Options"
4. Click on "Permissions" tab
5. Now here say I have a user Group "Training Manager" under "Administrator", selected "Training Manager"
6. Here we have two permissions "Configure ACL and options" and "Configure options".
7. If "Configure ACL and options" permission is denied, I loose access to "User Groups"

Expected result

"Training Manager" user should not be able to see the "Options" as we don't wish to give the access to do the configurations. And, he should be able to have access to Other menus like "User Groups" and "Access Levels"

Actual result

If "Configure ACL and options" permission is denied, I loose access to "User Groups"

Additional comments

Can we have the permissions like "Configure ACL" instead of "Configure ACL and options" as we already have one permission for "Configure options"
