Can’t scroll in ios devices

Steps to reproduce the issue

When using my iPad pro ist gen using ios14, 13, 12, etc., I cannot scroll down past what is already visible. It is the most frustrating thing and prevents me from using my iPad as a standalone device. See: https://d.pr/v/9Aov7W
Perhaps there is some technique that I'm not using to scroll, but I think I've mastered scrolling with my finger on an iPad. Works everywhere else but it seems to always stop me when I'm in the Joomla backend.

Expected result

You cannot scroll past what’s in the drop-down window so only visible items can be accessed.

Actual result

System information (as much as possible)

I am using 1st gen iPad Pro running ios14, but this problem has always existed.

Additional comments

I cannot say with certainty that this problem only exists in Joomla back end. I am not a developer and was advised by one to report this issue here.

@PeterAG I found @hdouglassmith iPad Pro 1st gen with ios 14.2 and an iPad Air and he tested Joomla 3.9.23 backend. He can confirm that scrolling doesn't work for chosen fields on the ipad, for iPhones the dropdown is a system selectbox because the screen resolution is to small.

If someone find a way to fix it a pr against staging is welcome.
