Steps to reproduce the issue

• In Joomla 4, where the plugin "Installer Install from web" is a core plugin, try to install the old J3 version from
• https://downloads.joomla.org/extensions/install-from-web/2-1-2

Expected result

• Language placeholder PLG_INSTALLER_WEBINSTALLER_ERROR_PLUGIN_INCLUDED_IN_CORE translated

Actual result

• Not translated

System information (as much as possible)

• xampp 8.02.
• Current nightly 4.0.0-rc7-dev. After migration from current 3.10 nightly.
• Win10

Additional comments

• Tested with english and german "installed" language in backend.

That's a problem of the old version. The <scriptfile> is copied to the Joomla 4 folder. Runs. But because of missing language files or whatever doesn't translate. Afterwards i have an orphaned webinstaller.script.php in the core folder.

Just a "nice to know" for me. Closing.
