Steps to reproduce the issue

You need to create many tags in a random order (not alphabetical) with groups and subgroups (3 levels) in order to see the problem easily. Then edit an article, open the tag list at the right side.

Expected result

When editing an article, the list of the tags at the right column, should be displayed alphabetically, but should keep groups and subgroups together, otherwise the feature for parent tags is not useful.
Furthermore the unpublished tags should not be visible here.

Actual result

Now you have to check the whole tag list because the tags are not grouped in the list.

System information (as much as possible)

4.2.9-rc1

It is possible that a tag is not published at the moment but will be published on a certain situation. For example "special offer". The tag is set published on certain days (i.e. via a scheduled task). As administrator I want to add such a tag to articles. They just may not be visible in front end.

If tags had Start Publishing and Finish Publishing I would totally agree with you. Possibly it is good to still be able to select the unpublished tags for reasons that I can't imagine at the moment but I lean towards to not be. Maybe if they were selectable but grayed.

Just like tags, unpublished categories are also visible for theb same reason explained by @chmst

I can see listing by group being useful
