1. Improve redirect routing #503

Allow the redirect router to handle /index.php in routes and added support for redirect cache purging.

2. Do not cache redirects #501

Prevent redirects from getting cached and improved the staticcache handler to only caches statically if the cache returned true.

3. Do not intercept none-sef request #499

Solved an issue with Pages trying to dispatch none-sef request and resolved compatibility issues with third party extensions that use raw sef urls in Joomla.
