feat(locales): add localization support

Describe the problem

Right now the web app is only available in english. We should support localization to allow other language support.

Describe the proposed solution

Use Inlang to provide localization support. We should detect the locale of the user, but also provide a select option in the preferences page to set an explicit locale from those that are supported.

pi pi-language icon can be used if needed.
