If the TOC were generated based on the <w:outlineLvl> stuff, this wouldn't be so much of an issue.

I think this is fixed in my working draft. I used the wrong style for those headings.

Thanks. I’ll keep the bug open until the next cycle to confirm.

(I mean arguably fixup_generate_toc should use the same rules that Word uses regardless)
