elpy enables a number of modes and add-ons. Add a variable that allows users to configure which should be used, in case they dislike one.

Probably rather an elpy-disabled-features to make the default "nil".

This should include features like "rope", as they apparently can be annoying.

This puts those modes in a single place, and allows the user to
selectively disable some modes.
