This would be a nice to have, and would make usability slightly better.

Sort first by cookie domain then by name, so that cookies from the same domain have the highest locality.

How do we handle sorting of {"example.com", ".example.com", "sub.example.com", etc...}?

Maybe split on dots and sort from right to left?
