[Request] Freeze Content Panel

Maybe my idea could be considered by the development team.

If you do the scrolling in the menu (red panel), I propose to freeze the content pane (blue panel). For now that is running is when the panels do scroll down menu, the content pane will also go down (scroll) to follow the menu bar. Can it be done freezing to the content panel?

There is already a feature request for this. See #5449 and #5493. Also note that there is an option positionFixed.
