The jruby-maven-plugin does this already.

The JBUNDLE_SKIP andJARS_SKIP` environment variables will ensure that those two tools won't attempt to install anything on the gem's behalf. This will allow jruby-gradle to take over properly and not have the two tools at odds with one another
