When creating a custom query at the "Project Level" I am able to share the query with specific users; however, if creating a Top-Level "all inclusive" query I am only given the following options:

To me only
To all Users
To specific Roles

Any ideas why sharing with a specific user only works for queries at the project level?

Hi,
At the top level outside of projecty scope the roles are not available.
I guess you are looking as a admin, for whom all these options are available.

Actually, any user can see the "All projects" view (albeit only projects on which the user is member will be displayed), and is able to create a custom query here. However the only visibility setting available is Private, and no selection tab is displayed anymore. Sharing custom queries here too, would be awesome
