ICMP blocked probes

Some probes can be on a network that blocks ICMP.
Ideally we need to tag them internally and use it as a deciding factor during test routing.
Meaning if a user asks to ping with ICMP the API should not even consider the icmp-blocked probes. But it would still use them if a TCP ping was ordered
