Create a stock Amazon EC2 development image that would allow anyone to spin up an Amazon EC2 VM to do builds with, alleviating the need for a beefy local system.

Maybe this should be multiple VMs? One with a local X11 renderer so you can see native binaries working? Although I'm not sure how you'd stream sound remotely as Amazon VMs don't have audio drivers.

There was a project to do this started by @yozlet although he's having a lot of trouble with the initial crazy requirements of the build environment. (An actual mark FOR going ahead with this project.)
