Add --enable-track-source to the configure script

Code for accessing the position (line and column) of a json element in a parsed string/file is already available when the JSON_TRACK_SOURCE macro is defined.

These commits only makes this option available via the configure script

Option	Description
--enable-track-source	Lets the json-parser user retrieve the source line/column number of a parsed json_value.
