PR Title
This PR is to set up the template for Tailwind component feature issues.
The purpose of this Pull Request is to fix #17
Description
The title should include the [TCF] prefix, a section for a description of the component, a section for a screenshot of the component, and a section for whether or not you are taking the issue.
How you solved
I added a new .yml file for the template under .github/ISSUE_TEMPLATE/TAILWIND-COMPONENT-FEATURE-REQUEST.yml
