Bug Fix

Fixed an issue with the Qw 'tweak' time series. Still need to develop a better switch between a hydrograph time series and the synthetic hydrograph option.

Some stability fixes to deal with large tributaries: upwind constants, plotting cross-sections, sed conservation.
