When bootstrapping a controller on an OpenStack cloud, with multiple networks available, the bootstrap fails with an error because we haven't indicated which network is appropriate.

If we add the --config network=uuid-of-network, it works fine - but that's not documented.

This was resolved with PR #2784, which was triggered by issue #2746.
